Shields PAC and BAC
Parent Advisory Councils
The Office of Language and Cultural Education (OLCE) oversees the running of the Bilingual Advisory Committees (BACs) at each school with a Transitional Bilingual Education (TBE) Program, and one citywide Chicago Multilingual Parent Council (CMPC) made up of BAC members from across the District. The BACs and CMPC advise individual schools and the district as a whole on issues pertaining to bilingual education and world language.
Bilingual Advisory Committees
Every school implementing a state-mandated Transitional Bilingual Education (TBE) Program is required to form a Bilingual Advisory Committee (BAC), according to the Chicago School Reform Act. It is also recommended that schools implementing a Transitional Program of Instruction (TPI) encourage parents to participate in BAC meetings since issues regarding the education of all English Learners (ELs) are discussed and decided at these meetings.
OLCE’s goals for the BACs are to:
Parent Advisory Council
CPS has formed NCLB Title I Parent Advisory Councils (PAC) at the local school level. The PACs exist to provide parents/legal guardians, teachers/staff, and concerned community individuals with the opportunity to work with their principal in the planning, design, implementation, and evaluation of the Title I Program.
The PACs serve as an advisory group by providing input on amendments and future Title I programs. PACs jointly develop and approve a parent involvement policy which includes the school-parent compact. PACs also provide and share NCLB Title I information updates received from the New Region PAC.
The Shields BAC and PAC meet monthly. Dates and times will be posted on the calendar.

OLCE’s goals for the BACs are to:
- Ensure the organization and training of the BAC members at the local and citywide level
- Provide technical assistance to the EL Program Teacher and existing BACs
- Empower each local BAC to ensure their participation in the education of their children
- Encourage parents to take on leadership roles within the school community and other parent committees, such as the Local School Councils
- Engage parents and families in the overall governance of bilingual education.
